My PS2 didn't come with a memory card. I don't think any do unless you get a special deal. Thankfully though, my brother had a spare memory card.

Do you live in America? If not, that would explain a lot.
Neither me, or anybody I know has gotten a memory card with their PS2.
Heck, they cost about $30 by themselves. I don't see them coming with a PS2 unless you got one of the best deals ever.
