no the 360 will use DvD9 which is twice as large and twice as fast as current DvD's.
Microsoft has said that the Drive is upgradeable, so if Blu-Ray becomes THE new movie format then there will be a drive upgrade for the 360.
since developers dont have any balls when it comes to these things. when the 360 gets Blu-Ray (or HDDvD whichever becomes the next big thing) very few games will utilize this new technology. (imagine the little expansion pack for the n64)
Though there can be drives offered that read twice as fast as the drive that is released, so it would be possible to upgrade your drive and see shorter loading screens.

right now, only 20 percent of the dvd9 disks for xbox hold any game data. some space is used for copywrite codeing, but most of em are blank. the blue ray's that sony intend to use will most likely never be utilized to their full extent for months upon months, maybe even years. atleast thats what i've gathered.

yeah, its gonna be the same idea with the dvd burners a couple years ago. it was like $800 for a recorder that would burn dvds that you couldnt play on normal dvd players. ridiculous.
