It depends what abilities would be used.
Since Dagger's a white mage, she has an obvious disadvantage against a monk like Tifa.
However, if she were able to summon, she'd make pretty good waste of Tifa in a matter of seconds.
That's of course assuming they're only using their innate abilities. In which case all the 7 characters put together would suffocate under their own overratedness.

Dagger is not a very good character. Her only decent attack is "Eternal Darkness" and by the time the player get's "pumice", all the monsters have resistance to dark attacks.

Neither is Tifa. I'm not 100% certain on this, seeing as how I never used her because she sucked, but if my memory serves, with lvl 99 base stats, compared to every other character, the only thing she has over anyone is a whopping one point of dex(speed), her limits aren't incredibly good, even her final weapon is poor compared to most of the others.
I'll admit that in all of the spinoffs and AC, she was portrayed as a very skilled fighter, but based on the original game this was really not the case.
I can't really give an answer on this one, seeing as how I disliked both characters, and used each of them as little as possible.

leeeeet's imagine they are not fighting in an rpg battle system, summoning and using magic would still take a while, now that would leave us with only physical attacks....the obvious winner would be tifa, since she seems to be faster and we all know she's stronger than dagger. i don't dislike dagger XD nor do i like her, and to me, tifa looks strong both in FFVII and in AC....*shrug* compare her to Aeris and Yuffie and she DOES kick *ss

well sure tsuki if you take away any powers they have of course tifa would win with dagger beng a white mage jeeze XD
its like making an archer fight a warrior hand to hand, if an archer could use his skills he may win before the warrior comes but if you take them away he has nothing XD

i'm not taking their powers away XD ok let's give them their powers back IN A NON RPG BASED BATTLE, let's think dagger's summoning something, tifa would be too fast and it wouldn't give dagger enough time to summon, seeing it that way, they ahve their powers, and tifa would still win XD

Either way giving them back their powers wouldn't mean much for tifa
Since all FF7 characters are basically jello with square shaped hands. (can you tell how much I love that game? XD)
And she wouldn't be able to do anything but fight and throw bottles at herself.
Where as Dagger has ranged weapons, can heal, use summons, AND go into a trance, which in such a situation would probably lead to faster summoning.
