I haven't got the official manuals, lost the one for X and never had the one for X-2, I got it used without the manual. However the giant official strategy guide of doom for X-2 (which I do have) says that she's 17, and the top five hits I got in google all said 17. Not that I trust google's results nowadays, but for all five to say the same would be pretty odd if it were incorrect.
Anyways, more geared towards the topic, I'd like to say that I've never personally found Rikku to be 'hot'. Now, that's not to say that it's a fact, far from it. It's an opinion. Meaning that anyone who thinks she is hot I'm not going to argue with because in that person's mind she is, and therefor they are correct. As long as it stays an opinion. However, I did think she was quite cute in X, not hot, but definitely cute.

Well psychologically speaking we actually CAN objectively measure how "hot" a person is to the normal person by comparing them to what are called the perfect dimensions to show fertility...
But of course because the normal person is actually... quite rare... it would be useless. XD
For Rikku it's all in the eyes, emerald eyes all squiggly lined! Mmmm!
In a cold sort a way I guess Lulu as well, would mind being man-handled a little bit, not that I'm a masochist of any sort
