Perhaps I am merely ignorant in that I only finished one FF
But, I thought that Kefka was quite well portrayed as a vivillain He had the appropriate level of insane greed for power to show that he was insane and only to appropriate levels did he go over the top. This is quite a feat for "insane" vivillains Joker in "The Batman" animated series (not "Batman," "THE Batman") is quite poorly done in that he is too over the top when he oughtn't be and not enough when he should. Whereas Kefka never gave me that impression.
Furthermore in the fight against him was quite exciting. First off, every time I thought I had him, he turned to a more powerful form. Secondly I went through my full group of people only having survived by means of Shadows jump being unaffected by ultimate, nearly constant pheophoenixlls, and even then it was luck that saved me -- most of my guys would die before they had a chance to be revived. The reason that everyone thinks the Sephiroth is so cool is because he has so much presence inthe game as a villain. I mean theres all the history between him and cloud that you get through the story, so you got Cloud's rage at him, then you see Sephiroth go insane (plus the cool "walking through Fire" FMV) Then he keeps appearing throughout the story as a major threat, plus he kills Aeris. how can he not be he best FF Villain?
although for pure insanity youhave to go with Kefka especially that laugh!
As for Ultimecia shes barely even evident through most of the game, the focus of villain keeps shifting! She pops up at the end like bloody Necron in FF9. speaking of which Kuja's a sephiroth wannabe.
Pre FF6 the villains aren't exactly well developed (Cant say for sure bout FF1&3 [JP] since i havent played them but im guessing theyre the same)
Basically cut from the same 'Warlord wants to take over the world' cloth.

Sephiroth's cool and everything but to be honest i think Albel Nox was the best villain because he's really cool, in a sense hes like Sephiroth but hes also not in the sense that he wants to find someone capable of defeating him which he only find in the form of Fayt and his allies who some of which are from another planet i know hes not from Final Fantasy but it's still a SquareEnix game. i know someones going to point out the fact that he joins your party later on toward the end of disc 1 but thats because he has no choice because its an order from his king.
