I believe VIII is better, but VII is very close(im basing this on my oppinion of their storylines). Overall, though, the best game ever IMO is TES IV:Oblivion, sinc eit has awesome graphics, and you can create your own storyline through multiple ways(even editing the whole game through an official program)
