Well, depends.
The problem most people run into when they dye their hair a non-traditional color is that their hair becomes the centerpiece of their entire look. And unless you style it well, the hair ends up making you look more bland than anything. The hair drags a lot of the attention away from your face and clothes, so you have to rely on your hair to be awesome enough to make people look at the rest of you.
It's like of like the frame of a picture. The more loud you make it, the more it overshadows the picture itself. And people with then judge the picture solely on how the frame looks.
By adding black or any traditional color, it makes the hair more skin-toned and it blends in better with your face (making the frame a part of the picture). Seph has a very pale and (i'm not saying this in a mean way) plain face. Like, there's no facial features that are there to really pop out (like with me and my eyes). So a color much darker than his skin would allow for his face as a whole to stand out more without his hair dragging too much attention from his face. So in this case, make the frame exaggerate the picture.
It's hard with short hair because it depends on how he wears it. His safest bet would probably be more like.... pink with black lowlights. Though i think he'd look better as black with pink highlights (meaning black is the dominate color).
Though even MORE honestly, i think he should do more of an electric blue than a pink. any balance of that would look good on him.

....wouldnt the hair with a natural colour blending with the skin depend ont he skin tone?...as long as it isnt black like most girls do today

when he gets on maybe you vcan reccomend his next styling im sure he would go along with it and we can see how he looks XD

It's because I was thinking outloud, but i couldn't speak, so i typed it all instead. XD
And it does depend on the skin tone. That's why i said the

part. He's pale and he has no outstanding features, so a darker accent in his hair makes his face as a whole stand out more. Again, like with me an my eyes. They're my best facial feature so a lot of the attention in my hair is by the bangs and I usually go for purples and browns (because my eyes are sort of a greenish-bluish-brownish-gray).
And arc....... i would probably make it shorter (though aruy would kill me if you took my advice). Not like, super short, but just.... not as long. If guys make their hair too long, it looks like they don't care about it or they're attempting to join a band. XD
Maybe a cut like this (keep in mind, just the cut. You don't have to style it like this. So just imagine it straight down... and you can part it more towards the middle if you want...):

i saw that as a general statement but i realise you meant on a person to person coloutr to colour basis XD
i would have mine slightly longer than the shoulders and shorter at the front (not an emo cut just shorter than the back) so yeah, though its good you made sure to say not the style just the cut you must know how much i dislike that generic emo/scene style XD
