Yes that is normal, reason being the forum tables have been resized to fit screen resolutions 800 X 600 and up. Using a set width is better then percentages since they remain the same size regardless of screen resolution http://www.aol.com/?bboptout=0

shouldnt effect the scrollbars, the background size is determined by the main content

If you try to view a website at those dimensions and your screen resolution is set at 800 X 600 as an example, then 400 X 424 pixels would be cut off resulting in scrollbars to view site content
