Yes that is normal, reason being the forum tables have been resized to fit screen resolutions 800 X 600 and up. Using a set width is better then percentages since they remain the same size regardless of screen resolution You may notice that a lot of business sites do this all the time:

shouldnt effect the scrollbars, the background size is determined by the main content

If you try to view a website at those dimensions and your screen resolution is set at 800 X 600 as an example, then 400 X 424 pixels would be cut off resulting in scrollbars to view site content If you would like to test this out create a table that is 1200 X 1024 set width and height and add some content in that table and upload it to your server, you will see a scrollbar
