All Ultimate weapons Star off at lvl 100.
Also, when upgrading Ultimate weapons, unless you're using Ultracompact Reactors (purchasable from R&D for 50,000 Gil) while they have 3x multipliers, you're wasting money. Or things that you loot, that works as well, but it will take forever. Most Ultimate weapons take approximately 1.5 million EXP total to Star them off.
Also, as far as "Good" weapons are concerned, every weapon from what I have seen is good in it's own way. Some have equal magic and strength, others have bonus effects and lowered stats, some have more strength than magic, and vice versa. There are even some that go to the extreme of having tons of strength and 0 magic. Then there's those with 0 strength and tons of magic. Weapons are more about preference than power, from what I've seen.

got my kain's lance to max  . I was just doing some other things and just received a growth egg (double CP), more reason to come back to adamantortoise .
And yes, I have been using UR's. Even with triple exp, it was only giving me 60k each  . What's maybe worse is that I chose the 1 base weapon which doesn't give me more traps when I dismantle it .

It means that character can't stagger. It's not that big an issue as long as you have another ravager.

Yes manudude02 is correct. The weapon has higher stats but it cannot produce the stagger effect on enemies.
