Garnet will win easily. Like I said before,she could heal herself with white magic and summon Bahumut or something. I think Tifa would beat Rhinoa before getting obliterated though. Mainly because Tifa is a good fighter and, with the right materia equipped, cast magic and summon monsters...
...I didn't think ahead for my vote... 
Be an interesting fight between the two though.

You see, Garnet can cast white magic and summon. So do Rinoa and TIfa...Unfortunately, Garnet is hell too weak. Therefore she will be an outcast. For Rinoa v Tifa, Rinoa's strength is weaker than Tifa's........Tifa will win. The thing is, the moment Rinoa is defeated, Squall and the SeeD will be dragged into this battle...and then Cloud will have to step in to protect Tifa...Reeve, the guy who control cait sith, would send in the Turks to for recon and those SOLDIERS....based on the two, SeeD would be wiped out when they are put against those 1st class SOLDIERS.
Dagger, Zidane and the gang will just lay back and enjoy the show~~
