Yes, Sephiroth has him every time, but he doesn't take Cloud seriously.
1. He isn't paying attention to Cloud in Nibelheim, and doesn't use all his strength.
2. North Cave: He was confident enough to take Cloud on 9vs.1, then 3 vs 1
3. Midgar ruins/AC: If you haven't seen it

| Sephiroth gets Cloud down, but he stabs him in his organless shoulder causing no damage, because he was so cocky.

I think Cloud is stronger, he's comparibly strong and actually stronger. The final battle in AC was already a handicapped one (to prevent making it in spoiler..uhm..how should I say it...) he fought one great GF, 3 consecutive battles with a serious sickness (coughgeocough) and without using any materia aid.
To think that he went through all that battles is pretty pain itself, he worn out during the final battle due to tiredness (after all he did performed serious limits before the battle--not a spoiler because i didn't said the limit name).
And courage gave him the strength to perform his final cough cough limit break to Sephiroth, actually he would have done it a long time during the battle if he had enough stamina though.
p.s: Cloud is not a one man army thing, even the best needs rest. Perhaps a one on one battle without any handicaps and full stamina will determine the winner easily.

come on seph rocks cloud was just lucky in ac if seph hadnt started talking when he had stabed cloud in the shoulder he could have killed cloud easely
