I think he loves them both. Thats why its called a love triangle.
The problem with cloud is that if he persuade Tifa he would into the problem with her being the second choice. Women don't like it when they're the backup plans.

Cloud loves both of them (agree with the person above me) but well... Aeris died, so I guess it's just Tifa left... but that doesn't mean that he didn't love her....
I like Tifa more than Aeris but that has nothing to do with Cloud lol

I think he loved them both, but he ended up falling in love with Aerith more. He continuously mourned her death, which is why I think it appeared he loved her more. But there was also a clear connection between him and Tifa, and he just still hasn't let it happen.
Good thing they solved this triangle problem.

where did that come from? Maybe cloud loves neither of them but they both love him? Tifa and Cloud are friends but i dont think Cloud loves her and I reckon he got put off Aerith after finding out that Zack was her ex

Cloud couldn't even remember Zach till later. It was pretty clear that Cloud loved Aerith. As for Tifa, he liked her so much when they were younger, always trying to impress and protect her. Didn't you pay attention to the scenes between them, even when they were older? There was something there.

I think he loves them both but he was already a kinda distant person...and after Aerith died I think he blammed himself so hes afraid to get to close to Tifa just in case he cant save her like he couldnt save Aerith.
