Usergroups: What are they and how do you form one?
It seems like a guild of sorts yet there doesn't seem to have a guild option here.
Is it still in the works?

Yes they still work, a member here asked for a clan modification and we intend to use the usergroups for that.

The admins can make one and assign members to add or remove members to a usergroup.

Harder for you since everytime I make or plan to rename one, that would mean I'll have to hassle you.
That means I got to make my request count and it's got to have some drop dead members in it already.

What does being in a usergroup do? Does it allow for multiple pms or something additional?

I am not planning any usergroups at the moment  Now that we are talking about it though I may include a minor feature that displays what usergroup each person belongs to in the view topic, similar to this:
