If you have the North American NTSC version, Nemesis is the hardest superboss. Penance is only in the PAL and International versions.

My god, don't forget about the dark aeons!
Although i don't really think they qualify as a boss, just a extra challenge i guess...
Penance really is the toughest of all. Even when compared to Ultima weapon etc.
If it had to be a story line boss, it would be Seymour.
Especially at Mt. Gagazet!
