You need the Steal ability obtained by mastering the Thief class, so after you get that item and reach level 10 you'll be able to. Read the RPG FAQ for questions like that one

No you can't steal the first time you play the Thief class... when you master the Thief class you are rewarded with the steal ability that can be used with any class for stealing items from the brumos.
