That depends on how far you are in the game, if you are in the third disc then the Northern Crater is the best, if you are in the first or second i'm not sure.

If you're in the 3rd disc the best place to level up is the Sunken Ship underwater,you'll be needing a submarine to get there. The sunken ship hangar contains Cid's limit break scroll 'Highwind' and some good items. You'll eventually meet Reno and Rude,don't forget to steal from them,Reno holds Sephiroth's Tough Ring and Rude hold some super-defence armor but has no materia slots.
Use Yuffie's Conformer+Morph trick to get rid of all the strong monsters there and eventually you'll be getting great amount of EXP.
