Hmm, Rinoa got the power of sorceress from Adel when she was controled to set Adel free.
Maybe there 'll be something wake the power within Rinoa and she can't fight after the war stopped.

Wonder if im too late? lol
Basically Rinoa becoming Ultimecia in the future is a favourite plot idea for people who write FF8 fanfics but not really part of the game itself.
Like Edea she just gets Ultimecias power passed onto her so she can be controlled. when Ultimecia dies Rinoa still has the power of a sorceress but is not Ultimecia

another way to say this is that
Rinoa is Sorta like a vessel/medium for Ultimecia to cause havoc in the present time, forgot how Edea got it in the first place but she past the sorceress powers down to Rinoa.

Ultemecia gets the use of the past/presnt/future through the use of Ellones phychic gifts, and controls other sorcerress with her powers across time, IE Edea. Edea loses her sorceress powers after the second battle, and gives her powers to Rinoa. When junctioned to Adel, Ultemecia is aware of her powers, and Ellone goes into Rinoa's mind so they can get Time Compression so Ultemecia can have what she wants, but you find out after beating her, Uletmeica sees Edea at the orphanage and gives her her powers when she dies, this Ultemcia is the one who started the whole as Squall plants the notion of SeeD in Edea's head.

Interesting theory, I admit. I've read one fic that explains how Rinoa could be Ultimecia, wherein Rinoa never made it back from Time Compression and slowly went insane from not having seen Squall (her "true love" or some such romantic BS). Canon-wise, I don't see how it's possible; but that's the point of fiction I suppose.

it's pure speculation on my part. Part of the problem with Ultimecia is she is
such a nebulous threat, and no real clues are given to her identity. There is
an argument that she may not even be one single Sorceress but herself and
amalgam of Sorceress past. When she is trying to take over Adel, Odine worries
that Adel might actually become the driving personality and the implication is
that Ultimecia in the body of a powerful Sorceress might retain the personality
of that Sorceress (unlike when she took over Edea, who was subsumed).
"There are many odd aspects to Rinoa. We are told Sorceresses get their
potential powers at age five (then it seems they have to inherit full powers
from a dying Sorceress). Julia, her mother dies in a car crash when Rinoa is
five. In the time-loop universe, this is also the year that Ultimecia arrives
back in the past. Rinoa speaks openly of passing her powers on and what will
happen. Perhaps in our first universe, a place where Rinoa never met Squall as
SeeD did not exist, Rinoa is much more embittered by the loss of her mother and
