I believe the location she'll head is random, if anyone found out a pattern or sequence of Queen of cards movement please let me know.

Here are the locations you can find her:
Balamb Town - outside the train station
Dollet - Dollet Pub
Galbadia - Galbadia Hotel
Fisherman's Horizon - the Save Point above the Sun Panels
Trabia - Shumi Village Inn
Winhill - Winhill Hotel
Esthar - Esthar Presidential Palace and Lunar Gate

Its easy once you have the Ragnarok airship, these locations won't be much of an annoyance if you're really determined to complete your card collections in the queen of cards quest! Smile
