Liberty City Stories is by far the best game for PSP! but it has the same layout as GTA 3.
If your after RPG's the have you tried tales of etenia or breath of fire 3(re-make of PS game)?
For sport based games i would have to say Tiger Woods 2006 it has the best replay value considering its golf! (not one of my best sports!)
driving based games i would have to say either need for speed rivals or need for speed 5-1-0 (remake of most wanted)
i haven't noticed any decent shoot-em-ups or beat-em-ups, if you find one let me know!

Mega Man: Powered Up Is a good beat-em-up, and Syphon Filter: Dark Mirror, Lumines, Daxter, and Prince Of Persia are good PSP games.
There's some good Soccer games too if your Into that.
