yes the PS3 can run Blu-Ray. but much like when the PS2 first came out, expect virtually all early PS3 games to use DvD9 for a few years to keep the cost of the game down. (as blu-Ray discs cost obsene amounts of money to make)
As for the release, we only know that the japanese release is in 2006. and the American release is expected to be in the Fall of '06, though there have been rumors going around that since one of the demo units of the PS3 overheated and melted that the relese date was pushed back. but that doesnt matter now as there is no current release date for americians. (though the japanese release date may be pushed back)
