I find Penelo to be really good speed wise. Her turns seem to recharge faster than anyone elses so I always have her set as a character to bring the ones that die back so my parties not low on numbers for long and also as a good healer.

Penelo is nice but that's annoying sometimes, all she does is trying to help out and that's not a bad thing, but she is a fool, she sticks herself in everything, that's how she ended up being with the party, besides she caused so many troubles for them, she is the female version of Zell ... in a calm way.
