Just a question.

Well, my brother is twelve, and wants to join this forum because I made him sit for about an hour and level up my character a while back, and he has been bugging me about it. I just wanted to know how he would set up an account. He said he tried at his dad's house but it wouldn't let him because of his age. I've seen some users under the age of 13 and I'm wondering how do you go around this, or would we have to wait until he gets back and I can fax in that signed sheet for him?
