what classes have instant kill weapons and if mages have one what lvl is the weapon

most IK weapons are at lvl 50 and higher, but mages should rely more on using magic than weapons.

No, there isn´t since it would be really unfair.
As EP said, you can find level 50 or higher IK weapons (most of them are) and some exceptions, as the level 3 Basic Weapon, also have that ability.

There are about 5 or so IK weapons below level 50, most will be level 50 and above. For spells, you might be lucky enough to kill an opponent in one hit, but that is rare.
