Use it only if u have spare magic stones or when fighting Ozma...ok back to the lvl up hp+ thing, most of the time u onlu gain +1hp...

I think that the makers of the game(square-enix) doesn't want this game to be too simple, I mean, If u had 9000Hp, your regen rate will be about 500, so you're basicly invincible to about anything(exept the yans)
