Try to avoid playing FF games on PC console using discs cuz the requirements can get nasty and slight scratch means disaster.
But I have no else to say then to change the disc though its new (data error purpose, that particular loading screen is interrupted or bugged). Sry couldn't be much of a help (darn, I'm always good in FF8 help topics lol....but now)

If no error message appears, it probably is some scratch on your CD or something... Only way to fix this is to either buy/dl a new one or try to copy the information from that CD to an empty one (never tried doing this)
