It's not that confuisng, just follow what it says on the wiki, :p
however we'll have to figure out some way to simplify those percentages, that, is the more confusing part...
Perhaps, fractionise it for instance:
[Person] hacks a terminal, they have a 23% science skill. max % is 200% in fallout 1 which is where I got all the values from so we'll use that.
Just making it into a fraction would mean making a 23/200 chance to hack succesfully or you could round the number down and have it simpler...say a 2/20 chance. if it was 25 it would be 3/20. That way all that is needed is a 20 sided die (http://www.wizards.com/dnd/dice/dice.htm) can help with that :p
Then all you have to do is say it's 5/20 if you roll a number from 1 - 5 then you succesfully hack, if 6-20 then it's not

or we can just use the skill numbers as a guideline as to how good you are and trust people to be sensible about what they can and can't do.
for example
Small Arms:
0 - 20 = can pick up a gun and pull the trigger
21 - 40 = can shoot with some accuracy
41 - 60 = Is reasonably accurate (average soldier accuracy)
61 - 80 = Uncanny accuracy, can realiably headshot with a scoped weapon
81 - 100 = Never wastes a bullet, can headshot with an unscoped weapon at 600 yards (sniper rifle range) (elite special forces accuracy like SAS, Navy Seal skills...seriously your'e a hardass with anything smaller than a rocket launcher)
Or with something like computer science
0 - 20 = can turn on a computer and use it
21 - 40 = can hack a shop terminal
41 - 60 = can hack domestic security terminals (robot mainframes, servailance cameras etc)
61 - 80 = can hack well protected security terminals (military turrets, guard robot controls)
81-100 = no computer is safe from your L337 h4x0r 5k1llz
