I've got New Vegas for my PC, I also had FO3 GoTY edition, but never got around to beating it. I've already completed one play-through in New Vegas. My first and foremost suggestion, contrary to my usual opinion, is to wait a little bit. Obsidian released the game in a very buggy state. I haven't heard anything major about the console versions, but before the first patch the Steam version of New Vegas was incapable of reading the save files off of your hard drive. Currently the most major issue I've seen is the crafting window. It works if you know what everything is, but the game is having issues displaying information about ingredients, so all you will know is the name and how many you need, not what they do alone, even if you already have some. I have occasionally screwed around with it enough to get it to display the info about the ingredients, but then the issue flips over on it's backside. I can then see info about any ingredients for any recipe, but not the damn results! C'mon guys, get your sh*t together.
Other than that though, it's a great game. They have changed a good number of things from 3 for the better.
Warning: The following contains what might be considered gameplay spoilers, there will be nothing about the story, and is just a compilation of positive changes New Vegas has brought to the Fallout series, and my opinion of them.
Condition is no longer as ridiculously picky as it was in 3. There is a marker on the condition bar for every item that indicates a point at which the item is no longer gaining benefits other than value, and how long it will last before it actually starts to decay.
Armor is divided into three weight classes that make it very easy to determine what effects it will have on your movement speed. Light allows for full speed, Medium hinders you slightly, and Heavy encompasses all extremely weighty armor, like power armor, which drastically slow you down.
DT, which replaces FO3's DR. DR reduced a percentage of incoming damage, and actually still exists in New Vegas, albeit very rare outside of Med-X. DT (Damage Threshold) reduces a flat amount of incoming damage. So if you have a DT of 5, and are hit by an attack that deals 7 damage, you only take 2. Simple right? DT is a much more powerful force than it may seem, however. Enemies have DT as well, and it's effects stack up quite quickly. Through a variety of effects, the player can get up to around 40 DT, at least temporarily. At 40 DT, you can nearly proclaim yourself invincible, for an enemy has to do at least 50 damage before they are anything more than an annoying pest.
The Big Guns skill is gone, and has been merged into various other weapon skills. So a Gatling Laser is now an Energy Weapon, a Missile Launcher is now an Explosive, and Flamers are considered Energy Weapons, ect.
Melee weapons has become a much more viable specialization in New Vegas when compared to FO3. Between the changes to Condition, and the addition of Poisons and Thrown weapons, Melee is looking very nice right now. The one character I've actually completed a play-through with was specialized in melee combat.
The addition of Poisons, which can be applied to any weapon that uses the Melee skill, which includes any throwing weapons. There are four(4) different types of poison, which are all crafted by characters with high Survival skill, and all use the same ingredients which yield three(3) applications of poison. Poisons are only applied for one use. So if you poison your machete, it will wear off as soon as you hit somebody with it. If you miss, the poison will still be on it. Oddly enough, this applies to Thrown weapons as well. If I coat my throwing dagger with poison, throw it, and miss, the next one will already be coated and ready to roll. Also, if you switch weapons after poisoning one, the old one WILL still be poisoned. Each poison has a different effect on the target, and despite the fact that the only difference in crafting them is your Survival skill, they are all useful in the right situations. For example, Silver Sting, the 'easiest' to craft poison, reduces the victim's Strength by 2 for 1 minute, as well as doing 8 damage every second for 10 seconds. This is the only poison that reduces Strength, so even after your Survival Skill is 100, and you're capable of crafting Tremble, Silver Sting will still have it's uses.

The addition of multiple ammunition types, which have varying effects. For example, you have a rifle that uses 5.56mm ammunition, there are three(3) types of 5.56mm rounds, other than the originals. There are Armor Piercing rounds, which ignore up to 15 of the target's DT (which is LOADS I might add, other than power armor I've yet to see a human with more than 15. Deathclaws have 30), but do 5% less damage. Against armored targets, armor piercing rounds are strictly better, and deal more damage. On the other hand, you can also acquire Hollow Point rounds, which deal a whopping 75% extra damage, but are affected by your target's DT THREE TIMES OVER. Meaning if your target has 3 DT, Hollow Point rounds will see it as 9 DT. Put simply, Hollow Point rounds will shred through unarmored targets, but fail miserably against armored ones. Lastly we have Surplus ammunition. Surplus ammo is extremely cheap, so cheap that if you try to sell them, they are worth zero caps. Some shops even have an unlimited supply of Surplus ammunition to sell you, as long as you've got the caps. Surplus ammo is a type that is available to many varieties of ammo, and have varying effects. In the case of 5.56mm rounds, they increase the damage done to enemies by 15%, but also increase the rate at which your gun's condition decays by 3x. Generally speaking, all ammo types have upsides and downsides, with the exception of any hand-crafted rounds, which are better in every way when compared to standard rounds, however not all ammo sizes have handcrafted rounds available.
Workbenches have received a massive overhaul. I've yet to run into any schematics, but the data for most of the crafted weapons in FO3 is present in New Vegas, as are the materials to craft them. Workbenches now serve as a bastion of entertainment for the scientific mind. Allowing characters with high Science skill to convert Energy weapon ammo types into other Energy weapon ammo types. So in other words, I can turn my Electron Charge Packs into Small Energy Cells. The conversion process is not perfect, and if you continue to convert one ammo into another and then back, you will eventually lose all of the ammo in the process. You can also "recycle" ammo, which I'll discuss later. Workbenches also offer an array of other craftable items, Doctor's Bags, Stimpaks, Super Stimpaks, ect.
Reloading Benches, the brother to Workbenches, have been introduced. Much like Workbenches allow those with high Science skill to convert Energy ammunition, Reloading Benches allow those with high Repair skill to disassemble, and assemble standard ammunition. By disassembling ammo, you obtain some of the gunpowder inside, the cases, and lead, which are all the ingredients used to create ammo. The key thing that limits ammo crafting is cases. If you want to craft a 50 caliber round, you have to have a 50 caliber case, and of course a 50 caliber gun to go with it would be nice. Scrap Metal can also be broken down into lead, lots of it.
Whenever you fire a weapon, be it an Energy Weapon, or a Gun, you have a random chance of obtaining either a Case(Guns), or Drained ammo(Energy Weapons). Cases, as I've already described are used for crafting ammo, and are probably the most limiting factor in crafting ammo. Drained Energy Weapon Ammunition can be used at the Workbench to "Create" that ammo type. By combining multiples of the same drained ammo type, you can make not-drained ammo. For example, I have a gun that uses Micro Fusion Cells, I shoot it a bunch and randomly gain Drained Micro Fusion Cells as I'm firing. Now I can go to my Workbench and create a Micro Fusion Cell for every 3 or so Drained Micro Fusion Cells I have. This applies to all energy weapons I believe, even Flamers. There are two perks, one for Guns, and one for Energy Weapons, each obtainable at level 6, which drastically increase the rate at which you obtain Case or Drained ammo, in addition to increasing the effectiveness of your recycling(Energy Weapons) or giving you all ammo crafting recipes(Guns).
I'll write up more later. My mind is doing too much thinking atm.

The weird thing is that I just played Fallout 3 again after a long time and now came around this post about this new expansion I played F3 to death with two expansions and once I killed everyone and found every place I basically beat the game and stopped playing.

yeah i still have FO3 to complete <.<...
i played new vegas for a few hours last night .. and at the beginning it is a little much to take in with all what anubis wrote..
i loved FO3 mainly because of the simplicity and now i have to get used to all this new stuff >.< but i think it will be pretty good when i get into it
EDIT: plus the Karma thingy has changed.. and it effects all the factions one way or another... you can never please everyone .. so decision making seems to be a big part

Yeah i like it, think the map is smaller then the capital wasteland but some of the new weapons are cool.
Haven't really tried making my own ammo yet but i will later
Ad as for the new karma system i think it makes it easier if you decide to be good or evil XD

For the most part if you have a good rep with a faction they won't care much if you're good or evil, it might slightly influence the dialog you get from nameless members, but nothing else. It is certainly easier to work under certain factions via being good or evil. For example, my Melee guy was with Ceaser's Legion and he was evil, being evil made working for the legion a much smoother and simpler process. I'm sure that being good and with NCR would make it smoother and easier to get rep with them. If anyone has questions about the Ceaser's Legion side of the game, feel free to ask. (And before you get very far, I would highly recommend having at least 40 medical skill)
The map is certainly smaller than the capital wasteland, but I think the game makes up for that with the fact that the game changes entirely dependent upon which of the three major factions you join. I'm really hoping for an xpac that allows for postgame play, because the ending described lots of changes that I'd love to personally witness.
The changes are certainly a lot to take in. I know that I hardly got out of goodsprings during my first play session just because I was spending a lot of time experimenting with traits, the new skills, and just figuring out all of the changes. I'm happy with just about all of the changes when compared to FO3, but they certainly take time to get used to.

I think the biggest change is that you only get to pick a perk every 2 levels instead of every level.
It certainly makes it a bit more challenging.
As for stat wise i tend to have medicine, repair, science, lockpick and energy weapons higher then everthing else.

Yes, the perks every other level is certainly a big change, but I think that the new perks make up for that with how cool and interesting some of them are. To me it makes them more valuable than they were before.
Also, the addition of Hardcore mode is a pretty significant change, and one I adore.
