No, there´s no city to buy it, you can get it by stealing from the horses in the Northern Crater, or battling Dark Dragons, also in there...
I steal from the horses since they are at the same area where Magic Pots are ^^

They make it because you don't usually need them, you just about always use cure and all. I have 99 and never use them.
