You have to walk around until you find her, but there is a lady ontop of a Chocobo who will teach how to ride a Chocobo. Take part in the mini game to train it, and you can ride one anytime you want just by talking to her. You can train more, and do more, and eventually you can race the trainer to get prizes, and for Tidus' Caladblog.
