Is the northern caves the best place for leveling up?

thers this coast u can run across and fight these big blue worms i always lvl on them when i played it but i think they are hard untill ur high lvl any1 no what im tlkin about?

I also know that when you go to Nanaki's village and you go into that cave, that is an excelant place to lvl up at that point of the game.
