The technique I use, Equip lots of materia so your hp is either 7777 exactly or just above, get damaged under 7777 then equip the cats bell (It regens HP as you walk) and walk slowly and keep checking till your 7777, when you hit 7777 save it and unequip the cat's bell, then use the 7777 rape on the target of your choice

Lucky 7's is a great attack, but you could do the damage it deals in a couple of KOTR's so theres not really any point in going through a lot of effort to get it.
