it is illigeal, but you will not go to prision due to it being only a copywright infrigement.

probably for more than you can cough up

They can sue you even if you DONT download it, AND they have no evidence against you. but the thing is they cant possibly win.
these are the tactics of the MPAA, while they are not related to software piracy (but rather music piracy) they are not accociated with this case, but rather microsoft is.
but in all seriousness... dont download Vista Illegalilly, instead get www.ubuntu.com its free, its secure, and you wont get sued for downloading it.
