Add Status
ok so what is the point in vivi having this skill?
I mean.. apart from it working about 0.000001% of the time and actually inflicting a status effect, who would make vivi use a normal attack in the first place?
Any ideas?

Well if you run out of Mp and you dont have siphon or mp absorber and no mp increasing item and your about to be annihilated and the only one in your party is vivi and you only have to do 11 damage to beat the boss ...then yeah i guess...

Yeah... You can also try out a cheaper spell with Reflect x2 on yourself so you deal double damage...

That's what he means by lower level spell. By the end of the game I reflected Thundara off him for 9999 dmg on anything that didn't halve thunder or so

I think he meant that, everyone has 4 commands in battle, for example, Quina:
Attack
Devour
Blue Magic
Item
Since Vivi only had 3 commands, they added him this one.

Add status isn't a command
What I meant was that every char has like 20 abilities right? So maybe they could only think of 19 and threw this one in there.

They could have put a better abiity though...but considering that it will make vivi overpowered....lolz...like putting +50% hp lolz...i guess that's too much..

Although Vivi had trouble staying alive for me lol. They always went after him, I was like SON OF A B*TCH, YOU CAN'T HURT VIVI! KILL EIKO OR SOMETHING lmao.
